SUBJECT: Conversation with Secretary Brown
1 November 1977
1. We discussed the role of the PRC(I) and the imagery mix
decision with reference to Dr. Brzezinski's memorandum on this topic,
Secretary Brown indicated he thought the problem was ACDA's concern.
I indicated-that if after we had gone through the budget decision
process on imagery mix there still was uncertainty or concern in
ACDA or on anyone else's part, I'd be happy to have a PRC(T). Other
than that, `I would like to avoid it since there_is really no way you
could have a PRC(I) discussion of this wl`~hout it being a budget dis.-

s is the study on targeting of the secure .reserve force. A 'ral
Murphy is heading up the DoD endeavor here. We should let him know
who i.s going to work on it from our point of view.

~~. Tlie Secretary indicated he was sending me a letter with
answers to some of our questions on Yugoslavia that we asked him
to look into for us during his recent trip there.

~. I discussed the question of the release of information
obtained by sensitive intelligence sources concerning felonies or
improper acts by US citizens, this deriving from a paper of ll October
from to me. I suggested that we should get the Attorney
General to give us same. guidelines as to how we should handle such
information when we receive it -- maybe the three of us should meet.
The Secretary wanted to-think about this some,-but thought it probably
was good that we work with the Attorney General to get same direction
here.

I stated that I hope to see and.
Jerry Dinneen at the Thursday and Friday NFIB
meetings, but that having been asked by Secxetary
Brawn to hear them clirectly I would be pleased
to do so in separate sessions if that was desirable.
I also pointed out that I had set aside time on 8,
9 and 10 November to handle budget matters and
would set aside more time if necessary to hear
all paints of view.
12. I asked about. Brzezinski's comments yesterday at the Cabinet
Meeting that the Executive Order was now ironed out so that there would
be na problems with the: Congress. In effect, nothing has been done -?
the working group still has to straighten out the three changes of wording
that were discussed at the SCC meeting. There has been na reading as to
whether these changes will be acceptable to the Congress.
