6. Status of the State/CIA Treaty: '~~Te discussed the fact that
this finally appears to e~ resolve~c. I requested that the treaty not
be issued while I was away because I wanted to send out a supplementary
message to our people.
8. Jim Lilley's~ Trip to China: When I assured him that the
Chinese ha~gzve'T n aim a visa an were well aware of his place of
employment, the Secretary's objections faded and he positively agreed
to letting Jim go with Geoxge Bush.
