MEMORANDUM FOR THE RECORD
SUBJECT: Conversation with Secretary of Defense
21 July 1977
1. I mentioned to the Secretary that I was going to be called
before the Price Committee to testify next week on strategic balance
matters, and that I suspected this had to do with the B-1 decision.
a. SecDef would like to know what we say so as to
be sure we're in synchronization when he testifies further
on this.

3. House Ethics Committee agreement with the CIA on disclosure
of information - Was this agreement intended to apply to NSA? SecDef
is concerned at the need to protect NSA from revealing the names of
U.S. persons collected in foreign intelligence operations when the
disclosure of those names could lead to criminal prosecution. I
pointed out that this was either a questa-en of whether the agreement
with the Ethics Committee provided that such material would not have
to be released, or whether after an agreement such as CIA's was signed
with the Ethics Committee there would be disputes as to what could be
released under the agreement.
a. We agreed that we would each have our respective
staffs look at this situation and see what is intended
