SUBJECT: Meeting with the Secretary of State
15 July 1977
1. I delivered the Secret (but to be unclassified) version
of the Soviet economy report. Requested the Secretary's clearance.
3. The Secretary mentioned that he had received a paper from
Mr. Paul...Nitze on a new evaluation of Soviet civil defense. He
would make a copy?of it and share it with us.
4. I told the Secretary we were proceeding to try to coordinate
more on economic intelligence.-

as an economist asked how we got to these conclusions from the slim
data base that is available-on the Soviet economy.
a. I volunteered that we would put together a short
briefing on how we got our information and drew our con-
clusions. I proposed to the Secretary that we forward
this to George Carver along with a copy of the Secret
ver t dy, and that George deliver both items
to whenever he gives the civil defense
briefing.

b. In addition, I think it would be useful to us
and to others in Washington to put together a description
of our sources and methodology to the extent we possibly
can. There is considerable skepticism in town as to the
validity of our study. This might help people understand
its strengths better.
