SUBJECT: SCC Meeting on Legislative Initiatives
Please stop the letter to Dr. Brzezinski on the SCC agenda for
improving intelligence operations if it has not gone out. I have
qualms about the last subparagraph in the letter. It recommends
changing the criteria from "agent of a foreign power" to the "importance
of the intelligence." It seems to me this is directly against what you
are recommending to me to the effect that no change in this area was
warranted. Even though what we were recommending in this letter conforms
with the proposed charter, I had qualms when we acquiesced to that in
the charter process and wonder if we shouldn't revisit it.F_ I
