SUBJECT: Conversation with Dr. Brzezinski,
9 January 1980
1. I thanked him for his support on APEX. He indicated he had
already signed a paper downgrading the directive on APEX from Top Secret
to Secret. I told him I thou ht it could be even lower. He pointed
out that it mentions in there and I believe he is right
that we've kept that classified.
2. I discussed the two transfer issues and how they've been
resolved. I told him that over and above the rightness and wrongness
of those decisions I was concerned at the amount of high-level time that
had been focused on this minor issue. I urged that we not let this be
an issue next year because there certainly are much more important
budgetary problems to discuss.
3. I didn't take up the SWS question.
