MEMORANDUM FOR: Deputy Director for National Foreign Assessment
FROM: Director of Central Intelligence
SUBJECT: Intelligence Assessment on Soviet Civil Defense
1. I have just read the overview of the intelligence assessment
on Soviet civil defense tr ng for the general public. I'm afraid
I don't get the message.
2. In the penultimate paragraph we state, "This renewed program
is more vigorous and visible than previous efforts but reflects only
a marginal improvement from the standpoint of training effectiveness."
This leaves me confused. I can only conclude that this more vigorous
and visible activity is so poorly organized that they are making only
marginal improvements.
3. I asked for this assessment because I wanted to know whether
there is substantial or very little training going on in the Soviet
public civil defense sector. Perhaps we just don't know. I read the
key sentence as saying yes, there is, but it doesn't m a much, and
that doesn't mean much to me. Can you clarify this?
