MEMORANDUM FOR: Associate Deputy Director for
National Foreign Assessment
FROM: Director of Central Intelligence
SUBJECT: Possible Views of the Long-Range Theater
Nuclear Force Balance in Europe
as per my request. I'd like to work this into whatever
simple form of chart can be used for my worldwide wrap-up briefings
to the Congress this year. In that connection, I think we can probably
forget "Set 3" or. at least use it for backup onl It doesn't change
the message very much and complicates it some.
2'. I wonder if using Sets 1 and 2, however, we can come up with
what would be a Soviet view of the situation. I'd forget their
inclusion of purely short-range tactical systems in this regard and
see how it looks to them if they just count the same kinds of things
