I've read the draft DCI Notes on NAPA. They come out rather dry and sterile to me. They don't convey a rationale for the changes and a philosophy of personnel management behind them. For instance, there .is no mention of why we want rotation. There is no mention of the reasons we would like to have the panels the same across the Agency. There is no real indication that overall policy and planning for personnel is being centralized in the,,Office of Personnel and thereby we hope to do a better job of predicting needs and finding where we can best locate our employees to satisfy the Agency's requirements and the employees' capabilities. 2. Overall, the key points of the philosophic papers I wrote are not incorporated in here.
