MEMORANDUM FOR: Deputy Director for Science & Technology
FROM: Director of Central Intelligence
SUBJECT: October NSIA Speech
1. I have agreed to speak at the National Security Industrial
Association banquet on 4 October in Washington. I plan to.give them
a reasonably standard speech on intelligence but to accent the
increasing sophistication of our technical intelligence systems thanks
to their ingenuity. I would, however, appreciate it if you would give
thought to any particular themes I might incorporate into this speech.
2. Should I, for instance, go back to my Los Angeles speech of
August 1977 and play back my concerns for industrial as well as govern-
ment security; express my appreciation for the improvement I've seen
in industry, but at the same time emphasize the need for continuing
attention if we are not going to get caught short in the future?
3. Perhaps I should say something about the terrible drain that
the increasing costs of technical collection systems places on us,
that it puts in jeopardy our ability to adequately fund some of the
noncollection elements of intelligence; therefore, we need to make
increasingly difficult decisions on how much collection capability we
can afford. It is not enough for industry and others to tell us they
can give us twice as much capability; today we have to be sure that
we need that capability.
4. These may not be good lines of approach. I'd appreciate your
thoughts on what I might say to improve our working relations with
these people through this address.,
