Dear Senator Wallop:
Recalling your strong interest in ensuring that
dissenting views see the light of day in the Intelli-
gence Community, I think you will be interested in
Contra, a new journal we publish. It is a classified
forum for our intelligence analysts and those in
other Agency directorates to present their individual
views, particularly those which may be not widely
held within the Community or, if so, only tentatively.
This small but important step will encourage
our analysts and others to bring their individual
ideas and views to the fore, no matter how unconven-
tional or unique they may seem.
