I thought your article, "Changing Power Relations Among OECD States," in the first issue of Contra was absolutely super. It is all too easy for us to think that our relationship with our principal allies goes on unchanged despite the clear changes in power relationships. I personally think that a lot of the trauma in the United States today over our international posture comes from a failure to realize that our position and leverage in the world is so different than it was even a decade ago. As a consequence, we are frustrated because we think we can do things as in the past and we simply cannot. The other day a Senator asked me why we should tolerate such reluctance on the part of an ally, I in being willing to let us fly a U-2 over its airspace. In short, there is still a feeling that we should be able to dictate to our allies. 0 2. I am going to ask Bob Bowie to look at your piece and see whether we shouldn't give it wider distribution. I also wonder whether it needs to be "Secret." I recognize there are some delicacies in it such as descriptions of but I don't see much that is really classified. Lj 3.
