One thought I have always had in this regard was the leverage which the defender has against trailers attempting to pick up an SSBN when leaving port. Once we learn that the Soviets are attempting this (even if individual trailing events can be done covertly, it seems to me we would gain a sense that this was a Soviet tactic reasonably quickly), I suggest that we would take countermeasures.
