FROM: Director of Central Intelligence
SUBJECT: DCI Questions on SALT Issues
1. I read in a speech by Senator Jackson that the Kama River
truck plant is turning out diesel engines for military vehicles.
I would like to be prepared to respond to this allegation during the
SALT hearings. What is our view?
2. I would also like to have some statistics and background data
on Soviet emigration policy and numbers over the past few years in case
that issue comes up.
3. Further, the Senator contends that the Soviets have spent
$104 billion more than the United States in the last ten years on
strategic systems. I realize it's hard to document this but do we
think this is in the ballpark?
4. He further contends that our "light" missiles are one-third
the power of the Soviet "light" missiles and are permitted to carry only
half as many warheads. I would like to have a vugraph that compares the
hard target potential of the SS--17, 18, 19; and Minuteman I and II;
and, if possible, the lethal area potential as well. It would seem to
me we could express this in terms of RV per warhead, perhaps also
indicating the total potential considering the number of warheads.
In the President's speech to the Congress he made a number of
statements which I think we should be prepared to answer questions on,
if asked:
a. "Under the treaty, the Soviet Union will be held to a
third fewer strategic missile launchers and bombers by 1985 than
they would have--simply by continuing to build at their present rate."
b. "With SALT II the numbers of warheads on missiles, their
throw weight, and the qualitative development of new missiles will be
limited."

(1) "We all understand the numbers of warheads; we
all understand throw weight; perhaps we should be able to
amplify on the qualitative development of new missiles."
C. "For one Soviet missile alone--the SS-18--the SALT II
limits will mean that some 6,000 fewer Soviet nuclear warheads
can be built and aimed at our country."
d. "Were the Soviet Union to take the enormous risk of trying
to violate the Treaty in any way that might affect the strategic
balance, there is no doubt that we would discover it in time to
respond fully and effectively."
