It is my understanding from the 16 May SCC meeting on counter- intelligence that we are charged to come up with examples of how we have cleared both foreign intelligence and counterintelligence sensitive collection operations. I believe what we should do is pick a couple of operations in each category and without disclosing the actual facts of the operation discuss why we considered it sensitive, with whom we cleared it, how long it took and whether it was approved. You might use a current example of foreign intelligence to bring out how long it takes to do this with clearing it just through Brzezinski and Vance. In short, I would start with the time you proposed it to me and show how many weeks it has been until now when it still is not fin 11 resolved and is going to the President for final resolution. II 2. I am not sure what we do in counterintelligence. I don't recall having submitted any of these for clearance, but if we have some let us make up examples here, too.
