MEMORANDUM FOR: Director of Personnel
FROM: Director of Central Intelligence
SUBJECT: Early Identification of Executive
Talent in CIA
I know that there are mechanisms for achieving this, such as
the PDP program, categories such as High Potential, etc. I would
appreciate it if you would draft a paper which explains these
mechanisms and will permit me to make a judgment as to whether we
are doing enough at all levels in the CIA to identify our most
promising personnel in each grade/Directorate. For example, if
I wanted to see at a glance who the most promising GS-16s are,
where would I turn?
