I think the time has come to review the status of the DCIDs. To begin with, I don't understand how they are organized nor do I really feel I have an understanding of all of the DCIDs themselves. Could you give me an explanation of how we decide to put out a DCID, how we categorize them, and a synopsis of each of the existing ones. 2. Beyond that, I'd like to look at how Executive Order 12036 affects the DCIDs as well as any other of the numerous factors of change within our Community. 3. Although these cut across the budget resource and production areas, it seems to me it might be best if Walt Elder could take the lead in this. .4. All portions of this memorandum are CONFIDENTIAL.
