SUBJECT: R&D for HUMINT 0
1. In early December, we talked briefly about R&D for HUMINT
activities. You very helpfully expressed your concern at having the
R&D community probe into this sensitive area unless there was some
good prospect of payoff. I mentioned that our principal needs are in
the communications area but said I'd look into this and let you know
just what those needs are with the thought that if they trigger the
possibility in your mind that there is something that R&D can do here,
we might want to explore it further. F-1
