MEMORANDUM FOR: Legislative Counsel
FROM: Director of Central Intelligence
SUBJECT: Contact with Admiral Matthews
1. Rear Admiral Spence Matthews of Congressman Chappell's office
called me this morning. He asked if I would be willing to meet with
a group of 15 students from Stetson University who were here under a
Professor Bailey. They have a very poor image of me and the CIA.
Professor Bailey has asked if it would be possible to meet with them
for a few minutes to help them understand the value and importance of
the intelligence function. He said five minutes would do.
2. I volunteered to be in Chappell 's office at 0940 on Thursday,
the 25th, just before. my 1000 briefing to the Armed Services Committee
in the same building.
3. Matthews was also very upset about the number of Defense people,
including our uniformed military, who are likely to retire by the 1st of
July because of the prohibition on working for the various people with
whom you've done business after you've retired. I wonder if you could
give me some explanation of this provision of the new Ethics in Government
Act and your feeling as to whether it will affect us.
