Attached is a copy of a memo from Brzezinski in response to my memo of 3 November on my feeling that we need a better definition of our paramilitary and anti-terrorist requirements. 2. In some of our written dialogue on this subject, we have touched on this. I remember a paper you sent me in response to my request as to exactly what we could do in I would like 25X1 to ask you to hypothesize at least four different paramilitary scenarios and, in not less than a page, detail what we could do: a. with our present capabilities; b. with specifically enhanced capabilities. 3. I would hope out of this to be able to discern how any changes in our paramilitary stocks might affect the areas in which we could be of use to the country. By "stocks" I really mean the total range of our capabilities, 25X1 etc. F 4.
