on ASAT

1. In connection with the forthcoming November 17th SCC meeting
on ASAT, I would like to clarify the difference between the positions:
3. In short, I would like to have a presentation ready in which,
using graphics, I would show expressly what we did know and did not know
about this latest ASAT operation.
4. I would also Tike that presentation to use the chart or distribute
the chart on the success and failures of Soviet ASAT tests over the years;
and to siu -nari e the types of ASAT capability we have seen them demonstrate
successfully and, unsuccessfully, e.g., elliptical and circular, single orbit
and second orbit, etc. I think the latter can be put into a matrix that
would make it very easy to comprehend.
