C. 20505 3 November 1977 MEMORANDUM FOR: Assistant to the President for National Security Affairs SUBJECT: Paramilitary and Anti-terrorist Capabilities 1. At the SCC meeting on 26 October there was a discussion of what our paramilitary capabilities should be. This led into a further discussion of both FBI and Department of Defense anti- terrorist capabilities. I would like to suggest that we would do well to have the SCC working group more clearly define what potential situations we want, as a nation, to be prepared to inter- vene in with military-type forces, below *he threshold of full combat employment of our military forces; and which agencies of the Government should be prepared to cover which of these potential intervention situations. 2. I would suggest that defining the conditions we want to be prepared to meet through some form of quasi-military intervention could help us insure that-we are looking ahead and anticipating where such capabilities may be needed so that we build the capa- bilities today and not in reaction to events. I would further suggest that such definition and assignment of responsibilities to various departments/agencies will help each of us to insure that we are allocating our resources in the most specific way possible. cc: SECDEF AG a Approved For Release 2006/11/16: CIA-RDP
