1. I would appreciate knowing what our current program
is for training in our facilities. I noted
a comment in th June about

2. I would like to ensure that the supergrade promotions
which we predict for the future are reasonable and consistent
from year to year. In short, I would like to see the breakdown
by grade from GS-15 through GS-18 and how it varies by directorate,
or if you think appropriate by subdivisions of directorates as
desirable to make reasonable comparisons.

Dear Mr. Aspin,
My apologies for not following up since March 14th on the
questions on the unclassified report on Soviet Civil Defense.
Quite frankly, we were on the verge of publication in early
May when new data was received. This information indicated that
one of our principal findings, that on the capability to shelter
population, might be off by a considerable factor. Accordingly,
I have felt it prudent to delay publication until we can sort
this one out. Unfortunately, it may take some months to do this
as it requires going back through a lot of existing data to
search for clues which were there but not uncovered previously.
I'm very sorry about this because I had hoped to be of
assistance to the ongoing debate on this important question.
I will, of course, be happy at any time to offer you a classified
briefing on the exact status of the Soviet Civil Defense program
as we currently see it.

Nice to have breakfast with you Wednesday
morning, and I appreciate the opportunity to
debate again the merits of the Central
Intelligence Agency Study on Oil. Let me only
assure you that I am most conscious of the
importance of our being objective and accurate,?
and of taking many efforts to check the validity
of our predictions.
One of those efforts was to ask my staff to
review each of the other studies that is avail-
able and to prepare a comparison of them with
ours. I thought you might enjoy having a copy
of that comparison in order to see where our
work is in dispute and where it is not. I am
enclosing a copy of that review.
If there is any way I can be helpful in
this situation, please do not hesitate to call
