1. Attached you will find a self-explanatory memorandum
and a paper concerning rural pacification in South Vietnam. I
prepared these for use at thel meeting this coming
weekend. This meeting will be attended by the Vietnam Coordinating

2. The purpose of the attachments is to establish a
common understanding of the problem of rural pacification in
South Vietnam, and to arrive at a commonly-understood approach
to that problem. It is unfortunately true that we on the American
side have not in the past shared the same view of this critical
subject and the attachments were prepared to help bring about
such understanding. Because of the importance of the topic, you
may wish to examine the attachments.
