Hit commented that the Perkins Panel was scheduled to meet all oay next Thursday the .7th, but that there was some uncertainty about their meeting and about the over-ail proposal for a i'oreign fiats.* Academy. He said that the erkiea Panel was quite upset by the Merchant Report and particularly Dout the defensive attitude of the Foreign Service Institute. They felt, as some people in the government felt, that State WIL4 unwilling to view a ereign Affairs Academy in the broad perspective of an educational institution which by its very nature would engage in controversy and would create controversy. The Perkins Panel apparently feels that State views the proposed Foreign Affairs Academy as nothing more than an expanded Foreign 3ervice Institate, and that none of them believe that this was either the proper objective or worthwhile. Consequently, there was some question as to whether the Panel would meet and even a greater question as to what would happen in the future.
