IN EACH COUNTRY, SOVIETS HAVE PROVIDED LOCAL ARMED FORCES WITH A MILITARY POTENTIAL WHICH TRANSCENDS THEIR REQUIREMENTS. IN EACH CASE, COST OF MILITARY END ITEMS H;;S BEEN FAR GREATER THAT ABILITY OF RECIPIENT TO PAY. BOTHHHAVE RECEIVED VISITS FROM HIGH SOVIET DIGNITARIES. BOTH ARE NOW HOSTING SOVIET "TECHNICIANS".
