MEMORANDUM FOR: Executive Director
SUBJECT KY-3 Secure Telephone Requirements
1. As a follow-up to the KY-.3 discussion in the DCI staff
meeting on 6 November, I would appreciate a reaction from the
Director's office as to the number of KY-3 equipments which will
be required for him and his staff. I suggest that requirements for
the installation of these equipments in the homes of the Director
and Deputy Director also be included.
2. I am sending similar letters to the DD/I, DD/R, DD/P and
the DDS in order that they may also develop their requirements.
Factors which we are requesting them to consider in compiling the
requirements are:
a. The KY-3 will replace the KY-l.
b. The cost of the KY-3 is $18,000. The Comptroller/CIA
has ruled that this device falls in the category of an individual
service item and therefore the expenditure of funds must be
justified by each using office.
c. The Office of Communications is being hard pressed for
funds to support accelerated communications requirements in
general. The estimated additional funds for the switchboard and
line rental ($5,500 per month) and the maintenance of the KY-3
equipment (3 technicians) for this specific requirement will be
the subject of a separate action to adjust the CIA budget and
the OC ceiling accordingly.
d. The order for the initial production of KY-3's must be
submitted to NSA in December of this year.
3. I'd suggest that you appoint someone on the Director's staff
to work on this problem. is available to
provide additional detail.

Pursuant to your request, I have been in touch with
an f the O/Communications, and I have pasAea on to em your
recommendations concerning the number of KY-3's required for the Director
and his Staff.
For your information, our communication people here have contacted
Colonel George J. McNally (White House Commo Officer) regarding the
installation of a KY-3 in the office of the President's Board. 25X1
tells me that Colonel McNally feels the request for this piece of equipment
should come from Mr. Coyne since the President's Board is the real party
of interest. I have talked to Pat Coyne about this and he said that he would
submit a request for the installation of this equipment. He also said that he
would be talking to you later on in the week and that he would mention this to
you. 25X1
In my last conversation wit he advised that X1
had mentioned the possibility of getting a KY-3 installed in his office. I then
checked with who feels that there is a need to have one in his office.
