REFERENCE:
1. A telephone conversation from the Director at 2:15 today, 30 January.
states that in his discussions with Cilpatric as to the I that DOD owe115X1
for Yiatnam operations, Gilpatric stated that he was not trying to avoid the
responsibility nor was this the problem if the made a commitment, then it is
a commitment. The problem is that DOD spent 25X1
operations which was not programmed; that &II their reserves are gone and that
they are trying to avoid requesting a supplemental appropriation.
2. There is no controversy as such but they are trying to find a pocket from
which our money can come. Ac rdinyly the Dirat-my e*d with Mr. Gilpatric
that Mr. Bross, Mr. Amory, should sit down and try

out what pocket in the est Fe esrr vernment they can best get this money
from with the least disruption of planned activities. Gllpatric recognizes that it
really should not come out of our Reserve but that it might have to, with the pro.
viso that Department of Defense would reimburse us somehow from FY '64 funds.
3. Please look the foregoing over and if you need more information or
guidance, get it direct from the Director. U you do not need any more, please lay
on the meeting and keep me fully informed.
