SUBJECT
REFERENCE:
1. Secretary McNamara called me about noon on Saturday, 5 January, to
state that he was going to make a budget presentation to Congress later on and
needed to use some figures out of NIE 11-8 (Soviet Strategic Forces) on a Secret
rather than a Top Secret basis.
2. Specifically, he indicated that he wanted to use the Soviet xnissaile
capabilities in 1967 such as indicating the ranges of our Estimates, i. e., 300-600,
etc.
3. He did not feel that this information was really Top secret and asked
that we allow him to use it on a Secret basis.
4. 1 told him that I would check it out and have his office informed on
Monday. Please take appropriate action accordingly.
