SUBJECT : Meeting of President's Foreign Intelligence Advisory Board,
REFERENCE:
DGI Discussion, 1030, 13 September 1963
The following items are those which Mr. Clifford has indicated
to the Director that he would like to discuss on Friday which directly concern
the DD/.P.
a. "Counterintelii ence Posture of U. S. foreign intelligence
agencies. (DCI's appraisal of current effectiveness. DCI's views
on methods for strengthening posture, in light of damage to U. S.
classified information, intelligence and sources resulting from
recent Soviet espionage operations in several NATO countries. )"
The DCI feels that the memorandum on recent cases is
partially responsive. However, he requests that the DD/P
forward his views on recommended corrective measures.
b. "Cuba. (DCI's appraisal of the adequacy of U. S. clan-
destine intelligence collection activities
currently directed against Cuba and his appraisal of the current
status of Soviet-bloc personnel in Cuba. )"

The DCI suggests that prepare a memo-
randum on this subject. (I will discuss this with the DCI and
remind him that is briefing the Board. )
