SUBJECT Planning for National Emergency and Wartime Situations
1. It is requested that you initiate a study with appropriate
recommendations for the Director of Central Intelligence (DCI), which
would provide an adequate base for the subsequent development of formal
implementing national emergency and wartime plans and preparations by
the DCI and the Central Intelligence Agency (CIA). The study should
take into consideration varying conditions of national emergency short
of war, limited war, or full-scale war. It should be directed toward
covering, under these varying conditions, the following interrelated
and, essential items:
a. The functions, and their scope and character, which
should be carried out by the headquarters components of the CIA;
b. The extent and character of the support which should and
could be rendered by the CIA and other members of the intelligence
community to the DCI in his capacity as the principal intelligence
officer of the United States Government and coordinator of all
United States foreign intelligence activities, including analysis
of the support role and the responsibilities of the United States
Intelligence Board (USIB).
2. The principal objective of the study should be to arrive at a
determination as to what we (at the Washington Headquarters level) should
do when national emergency occurs or war starts. Those recommendations,
which if implemented, might affect the functions or plans of other agencies,
should be so identified.
3. In preparing the study and recommendations, consideration must be
given to:
a. The continuing duality of the role of the DCI, and his
specific responsibilities as delineated in the President's letter
of 16 January 1962;

b. All functions of the DCI and the CIA as currently assigned
under the National Security Act, the National Security Council In-~elligence
Directives (NSCIDs), and other applicable instructions or directives,
with emphasis on CIA services of common concern;
c. The National Military Command System (NMCS);
d. Planning in being or proposed, stemming from NSC 6027 and
National Security Action Memorandum No. 154 dated 19 May 1962;
e. The existing agreement on Command Relationships between the
CIA Organization and the Armed Forces in active theaters of war where
American Forces are engaged, dated 27 August 1957;
f. Significant changes in the patterns of intelligence activity
which might occur as a result of varying levels of specified contingencies.
4. You should, of course, keep in mind that plans for emergency and
wartime situations must provide for rapid, effective, and smooth transition
to an emergency or wartime operational status, under the various contingencies,
and your recommendations should be consistent with this requirement.
5. The study and recommendations will require appropriate consultation
with other Government departments and agencies, including the Office of
Emergency Planning (OEP), to ensure consistency with national policy and
thinking.
6. I would appreciate your bringing the study and recommendations to
conclusion at the earliest date consistent with proper analysis of the complex
factors involved therein.
7. I am instructing all components of the CIA to afford you full
assistance and support in carrying out this important task. In this con-
nection, I particularly desire that you examine existing internal CIA
arrangements and activities for emergency planning, e.g., the DD/P War Plans
Staff and the DDS Emergency Planning element, in order to recommend appro-
priate CIA arrangements for carrying forward detailed planning and preparations
on this subject.
8. I will also request the other departments and agencies concerned to
provide such assistance as may be required.
