SUBJECT : Action Memorandum No. A-308 from Executive
Director dated 29 October 1963, Subject. Train-
ing Courses
1. 1 met with Dr. Wheelon anal n Friday, 8 November 25X1
to determine what the Executive Director had in mind by subject Action
Memorandum. Dr. Wheelon'a reaction was expressed by` think
Kirk served the ball in the wrong court. " Apparently Dr. heelon
meant that "the analysts with whom he had been dealing" we not in
the Agency but were external to the Agency, most of them ih the Defense
Department. Dr. Wheelon further said that he had no imm+e late train-
ing requirements to levy on the Office of Training but would.edvise us
if such requirements materialize in the future.
2. For your information we just completed the third running of a
course entitled "Intelligence Research Techniques (OSI)." This is a
160-hour course for OSI analysts with an enrollment of approximately
12 people per course. As far as I know this course meets the OSI
requirements for such training.
