1. The War Plans Staff, DD/P, is hereby designated as
the focal point for liaison with the joint war Games Agency of
the Joint Chiefs of Staff. In such liaison the War Plans Staff
will represent all of CIA, coordinating as appropriate with
other components.
2. Other Deputy Directors are requested to designate a
contact point within their Directorates and notify the Chic
War Plans Staff, directly.

SUBJECT CIA. Point of Contact for JWGA Cold War Game Play
1. Following the briefing by the Joint War Games Agency (JWGA)
on 21 July, you asked Mr. Cline to recommend a single point of contact
within the Central Intelligence Agency for work with JWGA on cold war
games. We have reviewed a number of possible focal points, and have
concluded that the War Plans Staff of the Deputy Director (Plans) is
the most appropriate component to broker Agency play. This has been
discussed with the Acting Chief of the War Plans Staff and he in turn
has discussed it with the Office of the DD/P; they fully support my
recommendation.
2.' The cold war games are not in the same mold as command post
or other operational test exercises, and are generally of more interest
to the DD/I than these other types of games. However, I feel it is
important for the Agency to present the Joint Chiefs organization with
the convenience of a single Agency component capable of maintaining
continuing liaison. The War Plans Staff already works with the Joint
Exercise Group of the J-3, with SACSA, and with the National Military
Command Center, as well as with the JWGA, on limited and general war
game exercises, and maintains day-by-day liaison with all of these
Joint Chiefs elements. Therefore, I recommend that the War Plans
Staff are assigned responsibility for similar functions with regard
to the JWGA. cold war game program, The War Plans Staff has stated
that it can handle the additional brokering tasks for cold war games
generally within the framework of its current activities.
3. The Intelligence Directorate would continue to play a major
Agency role in JWGA game participation since the cold war games are
essentially gamed estimates of potential critical world situations.

The value of the play to estimators and other intelligence officers
is significant. We would therefore expect the War Plans Staff to
work closely with the DD/I staff in development of the games program
so as to ensure inclusion of problems vexing the estimators and to
provide for appropriate participation by substantive specialists in
the games.
4. If this approach is approved, I will designate the DD/I
Collection Guidance Staff (CGS) as the contact point in my office
for liaison with War Plans Staff.
