MEMORANDUM FOR: (DCI)
Over the weekend I spoke to Mr. McCone about the
fact that has called on members of this
Agency for fast support. I had in mind specifically requests
made of and
Mr. McCone believes that no obstacle should be
placed in the way of such contacts but he believes that the Deputy
Directors should be kept advised on a current basis of such con-
tacts. The Director believes that such consultation is a healthy
thing and enables the Agency to put its best foot forward without
involving the front office in each and every exercise.
Mr. McCone also stated that it should be made clear
to the Deputy Directors when an officer is expressing his own
personal views or otherwise taking a line which is not entirely
consistent with the views of the Agency.
He asked me to relay this to the addressees.
