Mr. Kirkpatrick
In discussing the establishment of the DCI Research Board,
Mr. McCone asked that the terms of reference be brief and broad.
in scope.
He suggested that it would be helpful to study the terms of
reference of the General Advisory Committee to the Atomic Energy
Commission; the President's Scientific Advisory Board; and the
Atomic Energy Act with some of its legislative history.
