DCI has always wanted to see all correspondence addressed to him, but no device, including correspondence journal, has been contrived. My own suggestions have not been thought worthwhile. Therefore, I have another one. DCI wants ranked into 25X1A CIA work more. Let's start him off to handle all correspondence addressed to DCI. He can take up daily with a brief report on actions proposed or underway. 25X1A I have noted chit to Mr. Kirkpatrick about shop. ' WASHINGTON 25, U. L. J7~ " 2 1 MAY 1963 S965/C MEMORANDUM FOR THE CHAIRMAN, UNITED STATES INTELLIGENCE BOARD SUBJECT: Request for SNIE on Brazil 1. In light of Brazil's continuing governmental crisis and serious economic deterioration, the Chairman of the Joint Chiefs of Staff has requested that the United States Intelligence Board develop, as a matter of priority, a SNIE on the situation and prospects for Brazil. 2. This SNIE should analyze the political, military, economic and subversive situation; assess trends; and estimate future prospects. In the development of the estimate, popular attitudes and other factors of instability susceptible to exploitation should be examined and critical phases (or actions) in likely Communist/Leftist programs to seize power should be identified. A section on Brazil's probable future foreign re- lations would also be helpful to the Chairman, JCS. S. B.
