He agreed that this is a matter to be referred to USIB for their advice. On Page 2 he would like to see the evidence that it is on Soviet persuasion that Castro has toned down his appeals for violent revolution. 2. When I briefed Mr. McCone along the above lines, he recognized the Agency could be severely criticized for its role in the handling of such material and asked if there should be a rule whereby we would not get trapped into handling something which could later prove embarrassing.
