MEMORANDUM FOR: Executive Director
I reviewed the attached package with Mr. McCone on
Saturday morning. He agreed that this is a matter to be referred
to USIB for their advice. I have so informed 25X1 A
In the meantime the Director will send an interim reply
to Mr. Gilpatric stating that no action is to be taken until the DCI
has consulted with the Intelligence Board.
DCI was struck by the fact that the letter from the
Pentagon was received on 5 April and never was brought to the
DCI's attention.

MEMORANDUM FOR: Sherman Kent
DCI has reviewed the attached paper and has two
comments:
1. On Page 2 he would like to see the evidence that it
is on Soviet persuasion that Castro has toned down his appeals
for violent revolution.
2. On Page 5 the section beginning "In our view" through
"reintroduce strategic missiles" should be reflected in the con-
clusions.
It these changes .re, agreeable, the DCI requests that
this paper be put in final form.

MEMORANDUM FOR: General Carter
Mr. Kirkpatrick
At the morning meeting recently, there was a
brief discussion of cables sent by Ambassador Galbraith
I find these cables and the tapes have been destroyed;
they were described to me as containing undiplomatic
language and concerned with matters which seem to have
been beyond the official responsibilities of the Ambassador.
When I briefed Mr. McCone along the above lines, he
recognized the Agency could be severely criticized for its
role in the handling of such material and asked if there
should be a rule whereby we would not get trapped into
handling something which could later prove embarrassing.
The Director asserted that he wanted nothing to interfere
with the Ambassador's right to communicate directly
with the President
