or not all North Vietnamese have left Laos and certainly will not

At the Special Group (CI) meeting of 16 August, there was
a discussion of the interdepartmental survey teams required
under NSAM 173. The Department has decided to survey
Guatemala instead of the Dominican Republic in addition to
Colombia. The reason is that State expects disorders in the
Dominican Republic and felt it would be inadvisable to have
a survey team there now. Mr. Byroade will be chairman
of this group and Mr. Belcher the executive secretary.
The DCI reported, that George Carey will be our representative.
Action: George Carey to be formally assigned.

1. At the Special Group (CI) meeting of lb August
is dealing with the training c e's report on the
country team s.r, it was agreed that the aaame
"Problems of Development to Internal Defense" should
be retained alb there was some objection to this
and it was agreed that that reference to "country team semi.
nar" could be used as a short farm reference. There was
general satisfaction over improvements in the curriculum
and quality of instructors. An appeal was made that
faculty assignments be for a year.
Action: The DCI wants to know prior to next
week's Special Group meeting how the Agency feels about
the question of bculty assignments for a year's duration.
Training should prepare a memo and forward it through
the DD/ P by Wednesday, August ZZ.
2. In further discussion of this subject, the DCI
criticised security practices at the foreign Service Institute
and it was agreed that this matter would be reviewed and
security should be tightened.
Action The DCI wants to be informed periodically
on the status of the Foreign Service Institute's security
practices.

At the Special Group (Cl) meeting of 16 August, there
was a discussion of future lectures by Government officials
at the Foreign Service Institute.
The DCI believes considerable care and thought should be
given to any addresses by feral Carter and Messrs.
Kirkpatrick and Helms. Subjects of their talks should be
related to other presentations to avoid duplication. Also,
to avoid speeches which merely trace past history,
some thought should be given to describing the case history
of the past situation as it relates to lessons learned for
future situations.

Taylor made reference to the DCI's letter of 13 Augutit on
intelligence required for Counter-Insurgency. The General
accepted the letter as responsive to his request of 22 April
and he asked that the letter and attachments be circulated
to members of the CI group.
Action: The DCI wants immediate follow-up to
General Taylor's request.

At the Special Group (CI) meoVAg of 16 August in a discussion
of the establishment of additional training camps in South Vietnam.
the DCI emphasised the importance of the early establishment
of camps in the western part of the country.
The DCI also reviewed the procedure followed by CIA in
maintaining a rear and record of arms issued and he
strongly urged that the DOD follow the same procedure in the
future.
The DCI posed me objection to the transfer of responsibility
for training from CIA to DOD.

At the Special Group (CI) meeting of 16 August, the DOD
Pifer concerning the status of the Cambodian Army's Civic
Action Program was discussed.. There was general agree-
meat that the program seemed sound and encouraging. The
DCI noted the reservations of this Agency on the subject,
and these reservations were to be noted in the official
minutes.

At the Special Group meeting of 16 August,
explained a plan to brief NATO representatives and heads of
NATO states on certain aspects of KH. The DCI urged that
these briefings be kept to an absolute minimum pointing out
security hazards infolved. It was agreed that the briefings
should be kept limited. The DCI plans to discuss this matter
with 8ecrcry Rusk and the President.
Action: DD/R, should prepare a position paper for the
DCI to use when taking this subject up with higher authority,
no later than Tuesday, 21 August.
