MEMORANDUM FOR: Deputy Director, Research
The DCI has noted the attached paper on satellite
reconnaissance briefing and he wants two new elements
introduced.
1. A strong paragraph both at the beginning and
at the end emphasizing the sensitivity of this information
and the need for strict secrecy. A person receiving this
briefing will be required to sign to acknowledge the fact
that he has received the briefing.
2. On the question of registered launch data, the
DCI wishes to emphasize that the Soviets can, because
of their closed society, launch clandestinely and that
it is becoming more difficult for us to be positive about
the fact dad nature of some of their launches.
