1. Attached is correspondence between DCI and the Deputy Secretary
of Defense going back to last fall and concerning the NPIC role in wartime.

Gilpatric's letter to thg' DCI of 2 October, DDCI notes that the ICI
letter of 25 October es, tp fact, promise a further letter.

SUBJECT: Conversation with General Alva Fitch, 14 January
1964
1. I lunched today with General Fitch to explain the
background and purpose of the NIPE Staff. I taAmd mostly
about the two task forces under
Nolting and the review authorized by the Secretary of Defense
of NSA.

2. Two specific points of some importance developed.
a. NPIC. General Fitch said that the Joint
Chiefs of Staff were disturbed by the Agency's response
to their inquery about the transfer of NPIC to the
Secretary of Defense in the event of war. According
to General Fitch, JCS regards the answer as evasive.

b. Duplication. I transmitted the Director's
request to General Fitch to inform himself of the
facilities and services available in the Agency and
the Director's desire that DIA make full use of these
facilities. I said that where appropriate the Director
proposed that CIA make full use of the facilities
and services of DIA. If such an arrangement is fully
implemented, it should, in the Director's view,
eliminate useless duplication.
