I take pleasure in referring to your good letter
of April 28. First of all, while I agree that Dick Helms
is a fine choice as your successor, I will regret that
this might mean at least that loss of contact with you.
I think I know how devoted you have been in a very diffi-
cult assignment.
I am a little mystified regarding the reason for
Dick's desire that no action be taken to nominate him for
the Rockefeller Public Service Award. Personally I see
no relationship between that Award and the National Civil
Service League Award. However, naturally his wishes will
be respected as far as I am concerned.
