for very pror,npt action on all programs. projects and queries. I recog?
Wise that in certain instances these :nay acquire caasidssable study by the
Budget Division, the Program Analysis Staff or the Manpower Control
Staff and may also include requised discusaioae with me. However. I
wrsat to establish the practice of giviag~ prompt answers, pasticularly
whest prompt anewess ass requested or required. If we cannot give a
tiasl aas.vss, then I want to be assured that eve give interim. anewars so
that we are in no way reeponsibls for slowing Agency action or being
iadecisiv~ In this connection I would like to have BPAVf establish a
method faf advising me on a regular basis of all progsame, projects or

.~ Related to the above is the question of the roie of BPAM on
policy mltttsss. It is obviously one of our functions to insure that every-
thing th~gency does is in accordance with Agency policy, which is turn
is dissc~tl by higher authority. C+n the other hand, I wont to be sure that
BPAM ii txcsedingly careful not to indicate to operating unite diaagree~
meat over policy without first raising that question with rne.
