26 July to :Admiral Zaborn and will confirm our telephone conver-
sation of this morning.
We feel that the establishment of a new office for the specific
purpose of planning and coordinating behavioral and social science
research concerned with counterinsurgency and military operations
in the developing nations is a great step forward. I am sure that
the Agency will wish to participate.

At my request the Department of the Army is establishing a new
office, under the Chief of Research and Development, for the specific
purpose of planning and coordinating Defense Department behavioral
and social science research concerned with counterinsurgency and
military operations in the developing nations. The activities of this
office will also include coordination with the Office of the Assistant
Secretary of Defense (Internationa;L Security Affairs) for projects
whose conduct may affect the relations of the United States with
foreign governments.
The creation of this office reflects the increasing emphasis being
placed in the defense establishment on the social and cultural
problems which are so frequently related to military objectives of
the many facets of the cold war throughout the world. The new
office will be staffed by and will serve jointly all of the Military
Departments.
It is apparent that the nonmateriel research supporting military
operations in foreign areas during the past several years has often
been closely related to and associated with the larger overall objec-
tives and specific missions of the country team in various countries.
To obtain maximum utility from the research being sponsored by
the Defense Department in these areas it appears not only necessary
but highly advantageous to all concerned that the research be planned
and executed with the cooperation of the State Department, AID,
USIA, and the CIA. I feel certain that in many instances with very
little modification of the research cbjectives there can be valuable
pay-offs and end-products directly useable by your agency.

The purpose of this letter is to ask you to designate a representative
of your agency to work in residence with the staff of the new Army
office, to help plan and facilitate research responsive to our common
problems in the vital overseas internal defense area, and to help
support the concept of the country team and the ambassador in over-
seas internal defense operations. The individual designated should
be qualified to participate in research planning and to assist your
agency in making practical use of the research results.
The research program we contemplate under Army leadership is
intended to support all aspects of Defense Department internal
defense operational responsibilities. It will therefore include research
on U. S. military personnel and U. S. aspects of overseas internal
defense programs, as well as much foreign-area oriented work, some
of which will be done overseas. We are cognizant of the excellent
progress the Foreign Area Research Coordinating Group has made
under State Department leadership in coordinating research on foreign
areas, and we hope that FAR will be able to assist in coordinating the
foreign area aspects of this new endeavor.
The Assistant Secretary of the Army (R&D) has indicated that the new
office will be in the Washington area and established as an element of
the Office of the Chief, Research and Development. I suggest that
your staff communicate directly with Lieutenant General William W.
Dick, Chief of Research and Development, Department of the Army,
concerning any further details about the operation of the new research
facility.
We would be very pleased if you would give this proposal favorable
consideration. I feel confident that participation in this new research
activity will appreciably enhance the responsiveness of behavioral
and social science research to government-wide requirements.
