Dear Cy,
I have reviewed the National ELINT Plan and agree with
you that it is a constructive step toward an integrated
ELINT effort.
I am pleased that the NEP looks to the SIGINT Committee
of USIB for a program of effective evaluation of the ELINT
effort and accept your recommendation that Second and Third
Party ELINT be evaluated by this Committee. This is in
consonance with my intent to strengthen the role of this
Committee in developing guidance of the US SIGINT program.
I recommend that Paragraph H of the NEP be clarified in
line with the attached redraft.
With regard to your Implementation Memorandum of
22 September to the DOD elements, I believe certain sensi-
tive flights subject to review by the 303 Committee in
support of CIA operations should be excepted from DOD
validation procedures. There is no objection to keeping
suitably cleared personnel in DIA informed to preclude
duplication, however the validation must rest with this
Agency. Results from these special missions are disseminated
to the Intelligence Community in suitable format.

H. EVALUATION:
The SIGINT Committee will propose an effective evaluation
program for consideration by USIB which will facilitate CCP
and CIP review by top management officials of the DOD and
DCI. Such an evaluation will include a periodic review of
ELINT requirements, collection and analysis operations,
product analysis keyed to specific programs, and cost
effectiveness.
