Dear Red:
On September 8, 1964, a draft copy of the National ELINT Plan was for-
warded to your agency and your reply of October 30, 1964 suggested
certain modifications. In addition, other actions were taken to im-
prove the managerial arrangements for the Department of Defense ELINT
operations. Your recommendations and the Department of Defense actions
were noted by the ELINT Advisory Group, on which you provide member-
ship and the Plan was revised by this group to reflect these recom-
mendations and actions.
I have already approved the execution of those portions of the National
ELINT Plan involving DOD resources; however, no promulgation has been
made to date of this document. I would therefore appreciate receiving
your concurrence to the attached document in order that we may issue
this as a coordinated publication. This publication, when distributed,
will serve as the basis for the effective management of the total Na-
tional ELINT effort.

Secretary Vance, agreeing that the National ELINT
Plan should be promulgated. John Bross believes
you will want a briefing on this Plan and will set
one up at your convenience if you so desire but,
in the meantime, recommends that this letter be
dispatched. This reply was worked up by John
Bross, the CIA SIGINT Officer, and DD/S&T's
ELINT Officer.
