This is to con-firm the substance of our conversation of
2 March responding to your letter of 24 February to Mr. Kirkpatrick
regarding the proposed oxctiange of representatives between the
Oaerp.tioris Centel.s of the Department of State and CIA,
As I Indicated to you, our Operations Centers have different
functto ss; yours is in ra position to monitor the flow of com-,

and views of our analysts and evaluating groups on developing
situations which concern both ourselves and the Department of
State.
I would therefore pr3poae that Mr. ietainger be assigned
to my Immediate office where he could keep a aabreesst of our
activities and substantive Judgments without eicountering the
difficulties Involved in working in an area where C landeaatine
Service operrationai data Is being processed. My `Executive
Staff is such more a counterpart of your Secretariat than is
our Operations Center, and I believe that Mr. Getasinger's

Dear Mr. Kirkpatrick:.
I understand you are aware of discussions which I-'
and members of my staff have had with Mr. J. J. Hitchcock
and other members of your Collection Guidance Staff re-
carding a proposed exchange of personnel between our re-
spective Operations Centers. Such an exchange would corn-
plement parallel exchanges which have taken place between
our Operations Centers and the National Military Command.
Center..
The purpose of the exchange would be to facilitate to-
ordination and improve the flow of inforn}ation between our
two agencies. In this connection, we believe it would be
desirable for your man to be able to draw upon the resources
both of DDI and DDP and for ours to have access to infor-
mation about the work of both staffs in your Operations
Center.
For our part we shall seek to. assure that your repre-
sentative has prompt access to operational and other infor-
mation from State Department sources of interest to your
agency. However I must emphasize that this arrangement
would not in any way affect existing relationships and
channels, particularly those. established with our Bureau
of Intelligence and Research.

We are not able to judge in advance how mutually ad-
vantageous an exchange of this nature would actually prove
to be in practice. For this reason, we would prefer to
try it out first on an experimental basis.
I propose, therefore, that we commence'with a trial
period of a month and that we-consider at the end of the
month whether the~arrangement should be continued, modi-
fied or terminated.
During this trial period I believe it would be ap-
propriate for each of our agencies to make available one
officer for assignment to the Operations Center of the
other for as many hours a'week as circumstances appear to
require.
We plan to send over Mr. Norman Getsinger, an FSO-3.
who is currently serving as a Senior Watch Officer in the
Operations Center. Background information on Mr. Getsinger
may be found in the State Department's biographic register.
If this proposal is acceptable to yoti, please let me
know when you would like to commence the trial period-and
whom you would expect to assign here as an exchangee.-

attached. Original has been passed. to

Mr. Cline as a counterproposal to State
letter of 24 February and hence a reply to
same. No further action needed by CIA
until State views on our proposals have
been ascertained. Have so informed
Messrs. Helms and. Hitchcock.
