I understand you are aware of discussions which I-' and members of my staff have had with Mr. J. J. Hitchcock and other members of your Collection Guidance Staff re- carding a proposed exchange of personnel between our re- spective Operations Centers. Such an exchange would corn- plement parallel exchanges which have taken place between our Operations Centers and the National Military Command. Center.. The purpose of the exchange would be to facilitate to- ordination and improve the flow of inforn}ation between our two agencies. In this connection, we believe it would be desirable for your man to be able to draw upon the resources both of DDI and DDP and for ours to have access to infor- mation about the work of both staffs in your Operations Center. For our part we shall seek to. assure that your repre- sentative has prompt access to operational and other infor- mation from State Department sources of interest to your agency. However I must emphasize that this arrangement would not in any way affect existing relationships and channels, particularly those. established with our Bureau of Intelligence and Research. For this reason, we would prefer to try it out first on an experimental basis. I propose, therefore, that we commence'with a trial period of a month and that we-consider at the end of the month whether the~arrangement should be continued, modi- fied or terminated. During this trial period I believe it would be ap- propriate for each of our agencies to make available one officer for assignment to the Operations Center of the other for as many hours a'week as circumstances appear to require. We plan to send over Mr. Norman Getsinger, an FSO-3. who is currently serving as a Senior Watch Officer in the Operations Center.
