As you are perhaps aware, an interagency work-
ing group is well along in the work of drafting a
National Policy Paper on the Republic of China. In
view of the importance of Taiwan
I be-
lieve that the usefulness of this Paper could be sig-
nificantly increased by an annex describing briefly,
but explicitly, the collection programs of United
States intelligence agencies based on Taiwan. I
should greatly appreciate your having such an annex
prepared by about March 15. Any restrictions which
you might wish to specify concerning distribution
and access to this annex would be strictly observed.

ER 64-1238, 17 Feb letter to DCI from
W. W. Rostow was sent to DD/P (FE) for
action. Mr. Lay asked that it be transferred
to USIB. DD/I, Mr. Lay and
had discussed it.
On 16 Mar I checked with Mr. Lay's office
and was advised that this memo was mis-
takenly sent to Mr. McCone in the first place;
that USIB had turned it back to Mr. Hughes
who will explain to Mr. Rostow.

any queries are made as to why this was
not answered. )
