At my request, Robert R. Bowie, Director of the
Center for International Affairs at Harvard. University,
has agreed. to undertake a study and. prepare a report
for me seeking to define the major tasks for U.S. for-
eign policy over the coming decade and. the priorities
and. guidelines they imply for current and. future actions
and decisions. He plans to complete the report in about
six months.
While the report will represent his own analysis
and. conclusions, I hope that in preparing it he can
have the benefit of relevant studies and thinking within
the Government, and. especially of your Agency.
I will greatly appreciate your help in making this
possible. He will be in touch with you within the next
few weeks.
