The Joint Chiefs of Staff have expressed a deep concern
about the increased use of Cambodia as a sanctuary and supply
source for Communist forces operating in the Republic of Viet-
nam. I believe it tivould he useful if we: established a joint
State-Defense-CLA. Study Group, under the Chairmanship of
your designee, to explore this entire pi~ablem and to make specific
recommendations to us.
If you and Dick Helms are agreeable to the establishment of
such a Study Group, I would nominate two DoD representatives,
one from the Office of the Secretary of Defense (OSD) and one
from the Office of the Joint Chiefs of Staff (OJCS). The OSD
representative would be John McNaugh.ton. Bus Wheeler will
riorninate the OJCS representative.
