I have of course always been aware of their solid analytical studies of Communist communications, but I have been especially struck in the last several months by their detailed running commentaries on Soviet, Chinese Communist, North Vietnamese, and Front propaganda output. These have been a model of clear, objective analysis and have, I assure you, represented a vital element in our efforts to support the policy people with intelligence judgments. The weekly Trends and bi-weekly Survey, as well as the periodic propaganda reports on specific developments, are for us key reference documents which are of constant and high utility. And I would like to make a special point of commending the promptness and care with which the analysts of the Division respond to our frequent informal requests for information. I understand that the FBIS staff at various times feels a bit remote from the crucial events of the day; I wish you would tell them that as far as we in the Department of State are concerned, they are on the very front line and that we literally regard their highly professional contribution to the overall intelligence effort as indispensable.
